Victoria is expensive but if you are looking for great budget hotel, this is the place. It's at the end of the waterfront within a 5 min walk to the Empress Hotel, where we had high tea of course. The staff were so helpful and kind, the rooms were spacious, clean, comfy, well outfitted, came with a FREE parking spot.
